allow order of execution when applying Helmert translation

when applying a helmert translation, to go from a local coordinate system to a known system, you can apply a scale and an offset. But you do not get the opportunity to choose the order of execution. For example, I have a project survey that was done in ground coordinates, and then they truncated the first digit, removing 1,000,000 from the Northing and 2,000,000 from the Easting. (The truncation is done so there is no confusion as to whether these coordinates are grid or ground.) However, the scale factor to go from grid to ground needs to be applied to the full untruncated number.
Consequently, it is very important that the order of operation be applied correctly, but there is no opportunity to apply an order of operation. To compensate, i have to apply the scale factor to the shift after the fact. It would be much better, if there were an option to choose the order of operation.

    Is this done with the MicroStation Helmert translation tools or the OpenRoads survey tools?
