Ability to print without needing to go through named boundaries

We were previously able to drop a border cell in any file to easily be able to print and now it is not

When using the Set Feature Definition tool on non-civil geometry, have it include Item Types attached to Feature Definition.

Currently, when using the Set Feature Definition tool to assign a Feature Definition to a non-civil element (ie a dumb MSCE line) it does not include the Item Types that are attached to the Feature Definition.
