When upgrading files with Civil File Manager, the tool also tries to upgrades reference files. We need the ability for the tool not to try updating the references.

Integrate Civil File Manager with ProjectWise Explorer so exporting and other workarounds are not needed. The ability to create a new version would also be nice.
